Fixed A issue in the Lite version that you would get some errors due to a missing file.
Fixed A issue in both Lite & Pro that the DBTech - vBSuper PM's menu header would show up in the usercp if none of the options were set for users to see.
Fixed A issue in the Pro version that did not show the Announcement Type notification, if the user had unread PM's.
