Characters Count Display Typed/Remaining

According to the settings: Maximum Characters Per Shout

Although we are allowed to limit the maximum characters but on Shoutbox, we couldn't see how many we have typed nor see the characters remaining, it will be great to have an option to display the information so users can be aware of the limit and edit their shouts if too long.

this feature is implemented in 3.x and 4.0...maybe you are the admin and you are not limited to a number of chars
