Constant Blinking Of The Chat Window.

I've Wanted To Know If Anyone Has Experienced This Problem With The Chat. I Personally Haven't Had It Happen To Me, But I Have Some Members Telling Me That They Have The Chat Window Constantly Blinking For Them.

I Thought It Might Have Been The Refresh Setting, But After Changing It Different Times The Blinking Was Still There For The Members. Any Ideas What Could Be Causing This?
