This will happen if you upload the files for v2.2.2 without importing the product XML file with Overwrite set to Yes.

Step 1 have uploaded only files from the package
Step 2 I have uploaded XML
because if I want to change user groups comes the error

Try manually re-settng your InfoPanels version to 2.2.1, then re-upgrading to 2.2.2
