Question Display notice on all store pages

Is there a quick way to display a Communications -> Notice at the top of all pages in the store? Our scenario is we would like to inform our guests that we are currently a bit behind on shipping and to expect order delays.

I was hoping I could target page and use DBTech\eCommerce\Pub\Controller\AbstractController with action of postDispatchController grab all pages, but that doesn't seem to work.

I also tried selecting all Pages within product categories and all pages for product, but that didn't work either.
