Legacy Don't allow banning of thread starter from the thread

I'm not sure how to implement this, but I don't think I want people to be able to ban someone that started a thread, from their own thread. I guess there might be times that that is ok, but in general, I don't think I'd want this to happen.

I'll look into adding an option for this and the other thread on a per-item level
