Bug Having Trouble with quotes in titles

We have a few issues that have came up recently. We just switched over from VBSEO (thanks for saving us). I noticed when we post a thread with"" in the titles it creates the thread and the thread exists, but when you enter the forum where the thread is posted the link to the post doesnt work.

Here is an example:

when posting the thread is created with this link:

Exclusive: TY Of The Group "YP FAB" Fresh Home From The Feds, Talks Time & More - The Siccness Network

when accessed via forum thread list you get this:

http://siccness.net/vb/f6/exclusive-ty-group-

Also, dont know if this is related, but we also get what looks like a broken image

Hi there,

Can you please double-check your "Filter Non-Latin Characters" setting in the DBSEO CP under General Rewrite Settings, and make sure it's set to either Replace or Remove, and lastly that UTF-8 is not enabled in your settings?

I'll take a look at these settings, I wasn't the orginal person who set this up. Kinda winging it here, should I have UTF-8 DISABLED?

It should be disabled aye, unless your forum uses symbolic languages like Chinese or somesuch.
