My sticky cannot use html

ex : <font color="red'>DON'T SPAM CHAT</font>

it's not DON'T SPAM CHAT

but it's <font color="red'>DON'T SPAM CHAT</font>

That is correct, HTML is not supported for stickies. Please use BBCode in order to achieve this effect.
