Bug Issue with tags

I have not had time to really dig into this but it.

I set a minimum number of tags to 3. Even with 4 tags in the post I was getting a Opps you need a minimum amount of tags error poppped up.

I have discovered the problem; sections have their own "Minimum tags" setting which was not being applied correctly because the tag feature was created before the Sections feature was added.
