I get when I try the site map manually create the following error

Fatal error: Allowed memory size of 134217728 bytes exhausted (tried to allocate 1126151 bytes) in /var/www/domain.com/html/dbtech/downloads/includes/class_sitemap.php on line 221

This means you need to reduce the number of items per page in the sitemap settings in DBSEO CP

I changed from 30000 to 10000 but unfortunately still receive this error message.

Try reducing it further, to 5000. Alternatively, increase PHP's memory limit via php.ini.
