url/link for users

I can't find out how to let my users post a live link in the shoutbox.
Admins can, so I thought it might be a usergroup setting. BUT that option is not in there.

Where, if any, is the setting for allowing usergroups to be able to post url/links in the shoutbox?

I was overlooking that setting due to the fact, it was in front of my face..
