I have a forum with 7 usergroups. They are as follows

Admin
Mod
author
donor
vet member
member
guest

of the seven, six are ment to have shoutbox useage (all minus guest, as you might immagine). Of those six, donor and vet member cannot see the editbox.

any suggestions? what additional information might you need?

Do those usergroups have the columns in instance management, Can View Shoutbox and Can Shout ticked?
 
In the ACP left pane menu, look for DBTech - vBShout, click that and then click on Instance Management.

Now scroll to the Instance Permissions at the bottom of that form, and look there.
 
Hmmm..

In the ACP, there is no DBTech dropdown, however in options there is DragonByte Tech: vBShout - General Options. However, I still dont see an option for instance management. The form is very short. Am I still in the wrong place?

Tried to edit my user and "Sorry, this user is protected from being altered in the config.php file by the $config['SpecialUsers']['undeletableusers'] variable." Happened. aparently my boss edited my permissions.

Once I get that fixed, what is my next step?

Don't edit your user in the ACP, check the config.php file in the includes folder on the server and see if your user is in the following line:

$config['SpecialUsers']['undeletableusers'] = '1,2,3,4,5,6,7';

It has to be your user id not username, IE: 234
