Bug Won't show in User CP, permissions are fine.

Permissions are fine and set to yes, and it still will not show in the sidebar of my User CP. I tried to use the link from here and gave me a permission error.

The user needs to have both the Can Use and Can Create (or Can Create Default) permissions in order for this to work.
