I just reinstalled the mod on your forum and I am unable to replicate any of the issues you describe in this thread.

Please ensure you have not turned off your private messaging system and that you've not opted out of emails from administrators or other members.
It is definitely not working. I receive emails for topics I start and someone replies to that is part of vbulletin not your mod. I never received anything regarding a quote anywhere. Your mod does not work.

You also have access to my account Michael which does not show any notification of any sort pertaining to your mod. PM system is on and I am set to receive messages from everyone as you could see.

You there? Can't seem to find a fix? I dont know where you say it is working from if no notifications were sent out to anyone anywhere. All settings are as they should be.

Notifications were sent out from anyone not an administrator or moderator.

The issue was that vBulletin had changed their permission checker so that having moderator permission in a particular forum, having super moderator permissions, having administrator permissions or being defined as Super Administrator in config.php would always result in a permissions check returning true.

This is fine for 99% of cases, but AUT checks for "Is Excluded" - this should never return true unless the user actually is excluded.

Therefore I had to write my own permissions checker to extend vBulletin's. I have uploaded this to your site, quoted Michael and successfully received a PM about it.

Do you have any other issues to report at this time?

Update: I also made another test mention to SLFF and it worked now. It was a temporary fluke due to the changed user permissions.

No i did not.
In that case, may I temporarily change your email address to one that I control so that I am able to monitor the inbox while testing this further?

I would suggest stop what you are doing, he is probably in a debug mode, and by you keep playing around, may be contaminating his results.

Also why two e-mails? A PM email and a quote email? cant we just have one?
No. You may change your forum settings to not receive emails regarding new PMs - this should not interfere with the emails from this mod. I have now restored your email address as I have confirmed the issue with email sending has now been resolved.

Another issue on thisistest account I disabled quote and mention emails and they still received the email.
Where did you disable this? In their UserCP?

Yes I disabled this in their usercp but still received the email.

So users dont have the option to disable PM notifications via email it has to be done to the whole forum system? Let me know the issue with the disable of the emails as I am sure a few might not want them.

Sorry, I don't understand what you mean.

Email notifications are sent when new PMs are received because of the settings on this page: User Settings - BlackBerry Forums at BlackBerryEmpire.com

If users set this to "Off, via my Message Center Only" then they will not receive these email notifications (or any other email notifications). We have no control over when vBulletin sends an email notification for a received PM.

Is there any other issue with the modification on your forum at this time?
