Question No notification telling user they are locked out

Not sure if this is a "how do I?" question or a bug. Upon testing the add on before launch, I set a security watcher (failed logins) to lock the account after 5 hits from any IP. I attempted logging in to an account 9 times with random passwords. No notification ever told me I was locked out. I then entered the correct password. It was only then I was notified that the account was locked.

Is this something I can change or is it a bug?

Oh, sorry. I've tried user unlock. I'm assuming this would require the user to click a link in their email, correct? Either way, it doesn't give notification that the user has been locked out until I finally enter the correct password.
 
Sorry for the delay in getting back to you. I've investigated this, and there's a few reasons why the user will not have received the notification:
  1. The user does not have an email address associated with their account
  2. The email got deleted from the mail queue somehow
  3. The email bounced
  4. The email ended up in the user's spam folder
