Legacy Only show item information that has a value

I see little reason to show information on item mouseover that has no value. For example, if item doesn't have a buyback price or time, don't show buyback information. This also goes for 'item owner' (especially if you do not allow users to create items), giftable, and unique (this means nothing to the user if you don't use these features).

The reason for this was two-fold: Consistency, and the fact that the old method of displaying mouseovers did not support advanced template code (or indeed line breaks... mildly difficult to work with) and having multiple templates was not an option.
