Are you using any modifications that alter the AdminCP side menu? I recall there being a mod that allowed you to re-order your ACP menu items.

The reason why the panel disappeared is because you have downgraded from v1.1.1 to v1.0.5. The feature was implemented in v1.1.1. Please re-upgrade in order to re-enable this feature.
