Your not supposed to delete everything in there, you are supposed to look for the colors and change them.

I have changed, but nothing changes. Then removed, too, nothing changes.

This would mean you have a cache issue on your site or in your browser. You could try a hard refresh (Ctrl+F5) and try to purge any cache systems like vB Optimise on your site.

I did it in the first place. It's nothing.
Make a test for vb3, when you have time.

I have tested this on vB3 and I am still unable to replicate this issue.

Please try manually navigating to vbshoutcss.php and hard refresh.
