I would like to see usergroup permissions for User Tagging - General Setting

Could you be a bit more specific? What permissions are you suggesting on those screens?

I still need more clarification, what do you want users to toggle the viewing permissions of?

I presently do not want any members/users to view the settings or have the option to change the settings.

but in the future I may want some UserGroups to have the option. without having to modify the template.

Now why didn't you say that in the first place! xD

We'll take it into consideration, but as this is not something that'd benefit the majority of our customers (at least I presume so) then it may not be top priority when deciding next version's features
