Bug New Gallery Instance not set with correct CHMOD

I made these changes to the files and I am now able to upload with a different user.
Curious to know if these changes make sense you you guys also.

It kind of makes sense. What doesn't really make sense is that it worked for a while how it was before. Unless it was something that was allowed with an older php version and he upgraded the server.
Regardless, I'll take all the octdec commands out where I have the permission there and it's not a variable. So next release it should work fine still for you.
