Legacy Usergroup Permissions

I believe this has been addressed but I wanted to ensure that a request was made.

Usergroup permissions so that unregistered / not logged users can not see or activate the Tag User List bar.

I know Fillip H. just did a hotfix for this for vb 3.8.x but I am not sure if he addressed it on the 4.1.x, you could try and download the product, and upload it, import the xml and see if it is fixed.
